So is the city shut down with businesses impacted and bosses saying stay home, etc. or is this a lighter situation?

Some businesses are shutting down simply because they're open-air and wouldn't get a lot of customers in the cold, but the power doesn't ever actually go out! The scientists were just being proactive in addition to wanting to treat the refugees (and of course, wanting a vacation themselves).

Are there any other amenities provided by the resort? I remember seeing mention of five star cuisine, but what about massages, etc.?

Feel free to get creative, as long as it doesn't clash with the setting! Massages, a sauna, mud baths, etc can all be found at the resort. But something like a swimming pool or hot tub wouldn't, since the draw of the resort is the hot springs.
