I looked at the setting page but if it's mentioned there please feel free to bonk me for this question, but:

Would any locations boast a regular night market? Like stalls with carnival/boardwalk/festival/etc games but more permanent/semi-permanent so they don't just leave when a celebration comes to an end?

Yes! Yokohama's Port Market is the Nippon's largest night market, though it is also open during the day. It sits on the waterfront and is comprised of dozens of levels, with the topmost being tourist friendly the bottommost holding connections to the criminal underworld (its basically a giant, evil Pike Place Market). There is also a small amusement park attached to the waterfront itself which contains only a few small rides and a large ferris wheel!
