They can, yes! How difficult it will be depends on the severity! For mild cases, any kind of ability that can purify the body in some manner would be sufficient.

For those wanting to brute-force it, the Hanahaki flowers grow from invisible roots in the skin for mild cases, so any ability that could physically remove these would also be an option. But it would also be unpleasant. And probably gross. Not recommended.

But for severe cases, the roots of the flowers attach to the soul, so one would need to have experience with Sora magic or some other magic relating to the soul. The 25% memory loss chance is due to the roots leaving damage behind in the soul when forcibly taken out.
