When it comes to the secrets tattooed on character's bodies, can these secrets include ones from memories the character doesn't actually remember atm? (In this specific context, MTT doesn't recall any of his CRAU memories yet, but he might have a few from there...)

Yes, they can! Since time flows weirdly in Nippon overall, CRAU-related secrets or secrets from beyond a character's present canonpoint are fair game!

what if someone came on someone's face, would that show up as weirdly colorful splats.

So let's say you've got a character capable of transforming into idk a bird. Would the tattoos that show on her skin in humanoid form show on her feathers or be sufficiently covered by said feathers?

Up to you! They could be covered, or they could appear as patterns within the feathers themselves!
