It's call the Windblume Festival! People of Mondstadt make offerings to Barbatos, the god who freed the people.

They offer both Windblume flowers and gestures of love and care - romantic or otherwise. The intention is to improve a relationship with another person. It's a way to show that they care. These offerings aren't always made directly to Barbatos, for he loves when his people care for each other, as despite being a god - he deeply loved humans.
Though some do make an offering directly to him at his status featured in town. We do select one Star of the festival to make the official, ceremonial offering.
But, the best part is there is no Windblume. At least not officially. It is whatever flower you feel is closet to your heart, so it can differ from year to year! And I think that's what I like most about it. There's no rules as to how people offer - as long as they express themselves!
