While there may be some drinks available such as tea or sake, there's no actual food, because the cafe is more just a means of role playing in a "realistic" setting than an actual attempt at a cafe! That's why there's no exchange of money going on and the only menu is a sexy one.

That said, actual cafes can sometimes be found in some of the other train cars (ranging from jazz cafes, traditional tea ceremony, and "with cats"), but the last two train cars are always reserved for sex clubs and brothels to create their own risque themes.
