People touching him when he didn't initiate it or give permission is not something he's particularly used to, especially given his usual response is to yell and shove them away or to just attack. It's easier to shrug off things like the grab of an arm or shoulder, but a hold on his hips is much harder to move his mind from. It makes him feel stuck, a bit like that brief attempted hug earlier, though he knows that's not the Eleventh's intent. It wouldn't be so gentle otherwise. That's the first thing to stop the part of his brain that says to just shove Childe's hands away.
The second is that the more he thinks on it the more he comes to the realization that it's not so bad, that he may actually like it in some sense. He certainly doesn't hate it, physical contact that isn't negative in nature. Contact he opted into by sitting in the other man's lap. He doesn't feel threatened, and shouldn't given the situation, they were friends now. He's safe.
And of course, the third thing being that it would be terribly rude to not just ask politely if it were bothering him. Tartaglia would be understanding if that were the case, but the longer they sit the less it feels that way.
