Info: Gogol appears to be a theatrical, sadistic, and eccentric by his own design. He's just one member from the Decay of Angels, which is a terrorist "murder association" that, uh, tl;dr has sights on destroying how society is structured. They all seem to have their own differing motivations for that. Gogol's deal has everything to do with how he perceives true free will.
Allegedly he has a healthy sense of guilt about the things he does and the murder clown persona is a facade. Or he's just fucking with the people he's told that to. It's unclear if it's true and he likes it to be that way.
For (insert manga spoilers here) reasons he's got his sights on something that isn't necessarily tied to terrorist activity. So he's not actively pursuing that actually. Let's just say that things will get Interesting if a Fyodor ever shows up and leave it at that.
